The township's own Decontrolled Unit Registration form asks for the date vacated, the date re-rented and the decontrolled rent, and requires the landlord to certify the vacancy was voluntary, by legal process or by abandonment and not brought about by harassment.
The form is the township's and was read; the operative section was not. The twelve-month tail is the part a model usually misses — the first renewal after a turnover is not automatically capped.
